What is Regulatory sandbox?

An AI regulatory sandbox is a controlled framework set up by a competent authority that lets providers develop, train, test and validate innovative AI systems for a limited time under regulatory supervision, often before market placement. It aims to improve legal certainty and support innovation, especially for smaller firms.

Article 57 of the EU AI Act requires each Member State to ensure at least one national sandbox is operational. Participants who follow the agreed plan and guidance in good faith are protected from administrative fines for the covered activities, but remain liable for damage to third parties.
